Pobal administers and manages Government and EU funding to address disadvantage and support social inclusion.
We are managing funding and providing support for circa 38 programmes in the areas of Social Inclusion and Equality, Inclusive Employment and Enterprise, and Early Learning and Care including SICAP, Ability and Peace4youth.
SICAP (Social Inclusion and Community Activation Programme) 2018 – 2023 provides funding to tackle poverty and social exclusion through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies. SICAP addresses high and persistent levels of deprivation through targeted and innovative, locally-led approaches. It supports disadvantaged communities and individuals including unemployed people, people living in deprived areas, people with disabilities, single parent families, people on a low income, members of the Traveller and Roma community and other disadvantaged groups. The programme is funded by the Irish Government through the Department of Rural and Community Development and is co-funded by the European Social Fund.
The Ability Programme provides funding to local, regional and national projects in the Republic of Ireland which focus on bringing young people with disabilities between the ages of 15 and 29 closer to the labour market. The Ability Programme promotes employment prospects and meaningful social roles for young people with disabilities. Ability is co-financed by the European Social Fund (ESF) and the Department of Social Protection (DSP), and administered by Pobal.
The ‘Peace4Youth Programme’ is a cross border partnership of four regional organisations called Youthpact: Co-operation Ireland (Lead Partner), Ulster University, National Youth Council of Ireland and Pobal, who is a partner member of this project, on the EU Peace IV Children and Young People’s Programme. The role of Youthpact is one of impact support and quality assurance across the whole programme, supporting 11 projects who, in turn, work directly with young people, aged 14-24 years, across the 12 Northern counties. The Children and Young People’s programme is a four-year programme, managed by the Special EU Programme Body (SEUPB) with the following specific objective: To enhance the capacity of young people to form positive and effective relationships with others of a different background and make a positive contribution to building a cohesive society. This programme is funded by the Special EU Programmes Body (SEUPB).
