EU4Health is the EU’s funding programme to deliver on EU health policy and respond to the COVID-19 pandemic.
This call aims to support health NGOs to continue addressing current health challenges.
Non-Governmental Organisations (NGOs) play a major role, among others, in providing aid at the European, national and local levels. In the field of health, and especially public health, they provide services directly to patients and individuals, being in some cases in the first line of action during emergencies. NGOs are also essential in bridging the gap between institutions and patients and in facilitating communication at national and Union level. These organisations are not-for-profit and therefore necessarily rely on funding from different sources, for instance private donations, national or international contributions. It is important that they address funding sustainability of their operations.
The Commission considers it important that there is continuity in the work carried out by the health NGOs in addressing current health challenges, including the COVID-19 pandemic and its consequences. Therefore, it intends to award operating grants under the 2024 EU4Health work programme to eligible NGOs, and to launch a Framework Partnership Agreement (‘FPA’) for a duration of two years (2025-2026).
Through their core operational activities, the health NGOs will deliver results on increased health literacy and health promotion, capacity building and networking; and contribute to the optimisation of healthcare activities and practices by providing feedback from patients and facilitating communication with patients.
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
− be legal entities (public or private bodies)
− be established in one of the eligible countries, i.e.:

Only applications by single applicants are allowed (single beneficiaries).
The indicative budget for 2025 and 2026 is not yet available.
The Framework Partnership Agreement with eligible NGOs will potentially provide funding for their functioning during 2025 and 2026.
